Minutes
The Harbor Beach Property Homeowners Association, Inc.
held the Annual Meeting on January 10, 2024 at The Church
by the Sea, 2700 Mayan Drive, Fort Lauderdale, FL 33316.
Board Members in attendance: Annette Ross; Ann
Cadwalader; Trish Bailey-Entin; Jake Wurzak; Barry
Somerstein; Pat Riley.
Guest attendees: Broward County District 4 Commissioner
Lamar Fisher; District 4 City of Fort Lauderdale Commissioner,
Warren Sturman; Raymond Nazaire and Connie Hayman,
City of Fort Lauderdale Public Works Engineering; Courtney
Crush, Esquire, Crush Law; Randy Rupp, Accounting Services,
Rupp Associates; Sergeant Heather Lee, FLPD; Detective
Jennifer Saint-Jean, FLPD; Sergeant Joshua Reich, FLPD.
The HBPHOA Meeting was called to order at 6:01 p.m.
President Annette Ross introduced Guest Attendees.

• Upcoming Agenda – Town hall to discuss funding
sidewalks, bike paths, safety, new fire stations and an EMS
pilot program.
• Opposition to the over-development near the Dal Mar Hotel.
• Proposed Brightline commuter rail - The two proposals for
the commuter rail include (a) a tunnel and (b) a bridge.
Studies have shown that the bridge option is more cost
effective, however the County Commission controls the
outcome. Commissioner Sturman favors the tunnel option
and a BDO study is forthcoming to address the viability of
both options.
Broward County Commissioner Lamar Fisher brought
greetings and commented on the following items relevant to
Harbor Beach:
• Bypass Road Updates - The contract for construction
has been awarded and will be signed February 2024.
Construction to commence in March 2024 with a targeted
completion date of 2025. Video of the project available
upon request. The route of the Bypass Road will extend from
S.R. 84 to SE 17th Street in an effort to reduce traffic on SE
17th St. Planned opening of convention center hotel 2025.
